“’Russia does not possess such agents,’ Vladimir Putin said last week”

You just won’t give up this nonsense, will you?
It matters not at all whether Russia ever made this agent.
It has no bearing on the questions concerning Salisbury.
First, your own Porton Down experts would not state that the samples came from Russia, but that they were “of a type created by Russia.”
Not only do we know others have made this agent, we know its formula has been published.
We also know, Russia, in keeping with international obligations, destroyed its stocks of chemical weapons, as opposed to the US, which has not.
That’s quite a distinction, at least for thinking people.
